Romney Confusion

Some confusion this morning about the Romney health care plan:
"Romney favors national health care modeled on Massachusetts plan," Glen Johnson, AP "Romney Won't Adapt Mass. Plan," Perry Bacon Jr., Washington Post
"Romney's Federal Prescription," Mary Jacoby and Sarah Lueck, Wall Street Journal "Romney to Pitch a State-by-State Health Insurance Plan," Michael Luo, NY Times
In reality, the plan seems to be unlike the Massachusetts plan, and it might best be described as federalist, not federal. The Wall Street Journal writes up the plan here. It appears to rely on tax credits and deregulation, putting it in the neighborhood of the Giuliani plan, unveiled a little while ago.
