One might notice the ironic location of Mr. Romney's talk: in front of the Rudolph W. Giuliani Trauma Center at St. Vincent's Hospital in Manhattan, still under construction.
One might also note the similarity of the Clinton plan to what Mr. Romney did in Massachusetts — that is, taking an individual mandate as the starting point. Mr. Romney may have departed from his own state plan when moving into the federal arena (as he's done on so many issues), but it makes his lines about Mrs. Clinton trusting government more than the people sound more than a bit odd.
