Every administration is plagued by a goodly number of incompetents. Condsider Clinton's Janet Reno, Robert Rei-ish, Sandy Burger. Brent Scrowcraft, ad naseum.

Unfortunately, the Bushes protected and promoted them long after the incompetence was clearly recognized.

The Negroponte Problem is just one more example of this proclivity. By virtue of the Peter Principal, Negroponte was allowed to rise far above any useful place for his meager qualificatons, allowed not only to escape his own incompetence, but was promoted to the State Department in spite of it.

Instead of an appointment to the State Department, Negroponte should have been appointed to keep track of wheat production in South Dakota.
