Transportation Commissioner Weinshall To Resign, Join CUNY

She "oversaw a $5 billion capital plan, supervised the construction of two new ferry terminals, and worked to improve congestion." So... was she a traffic engineer? a transportation engineer? or just a political appointee? What technical credentials did she personally have to run the DOT? Did she singlehandedly come up with the idea of Thru streets?

I'm not trying to bad-mouth her leadership skills, as they may be quite exceptional. I'm only questioning the manner in which she was appointed to this, obviously technical, position without an obvious, significant technical background in, specifically, transportation.
