Unfortunately, the New York City Public School System has deteriorated to a point where no amount of money or authority given to the chancellor will correct the problem. Face it, there is too much "experimentation" of various programs, compounded by protecting the economic interests of teachers' unions and their sibling organizations (AFT/NEA).

It would be better for all concerned (except those with conflicting economic and political interests in perpetuating a failure) if the New York City Public School System's emphasis is redirected to taxpayer funded day care program. Rather than spending funds on the education of under-achieving incorrigibles, just take a fraction of those funds to keep them under close supervision within the schools during school hours. After all, the city's own statistics, which are still dismal even after being "juked" , do not justify spending any more tax payer dollars on future failures. Better to use the funds to keep these future criminals "in check" for a few years before they are let loose upon an unsuspecting society. The remaining funds earmarked for public schools could then be diverted to building more jails and prisions to house these "students" upon graduation.
