"Everybody should be motivated to find people who are doing things illegally," Mr. Spinola said.

Perhaps Mr. Spinola will endorse the effort to deal with the alleged illegal overcharges by TS and their predeccessor MetLife as a result of deregulating apartments while collecting J-51 benefits, all apparently in violation of the J-51 law and HPD's regulations.
