If it is true that the fund failed to get to its target, it would be interesting to know:
1) was the money targeted toward the Senate, House or both;
2) has Soros thrown in the towel, his expectation for Dems dashed;
3) does Soros have any other reasons for this apparent back-pedaling?
The real losers here , in order, would seem to be Dems in Congress, Ickes, Senator Clinton and Soros.
