European countries have guest worker programs that work successfully. Why not use their experience to create a model program that will satisfy the needs of both employers and guest workers here in this country? Such a program should include guest worker identification and registration - biometric identification on a must-be-carried identification document. Since immigration is a national concern, the federal government must oversee the granting of work permits, as it does social security cards. This is too grave an issue to be left to state oversight. Two oceans no longer protect the U.S. Modernity warps space and easy access to our country demands rethinking some aspects of our open society. Our enemies are two steps ahead of us and we need to catch up. The first step is knowing who is in here, where they are - and why they are here. As a corollary to the guest-worker identification program, the U.S. must identify and record all people in the U.S. and every American should have a biometric national identity card.
