Your history is incorrect. John Adams was the father of the Navy. He built a 50-ship Navy, which held off war with the French. Jefferson, his VP, opposed building the Navy. When he took office, he downsized the Navy, but kept enough ships to defeat the Barbary pirates. This was a fatal mistake because our ships were being attacked by the British and the French and we didn't have enough ships to counter them.
