How's about 'we' (whoever that is) alter the world order to give 'them' (presumably he is refering to the Arabic world) a few more of the 'cards' (fair political representation in a truly supra-national democratic UN, economic equity etc.). Perhaps in a more balanced system, various groups would find their political power and the final option of violent demonstration wouldn't be so common-place.
