The objective of the public education system is not the education of children K-12. That objective failed with the "open-admission" policies of the city university system in the late 1960s. The open admission program was designed to allow entry for "dumbed down" graduates of the public school system.
Today's objective is NOT the delivery of a minimal education through competent teachers. Rather the objective is to see who can control the purse strings of the city's public education budget, nothing more.
Better to take away from the funds earmarked public education and build additional jails, criminal courts and prisons. After all, with the current state of affairs within the public school system, we will need additional capacity to incarcerate the "students" who emerge from the NYC school system. Enter the "Public School System", progress through the "Criminal Justice System", and spend your life in the "Penal System."
