Resolution 194 is from the General Assembly, not the Security Council, is non-binding, and it discusses return and alternatives for those wishing to "live at peace with their neighbors." There is reason to doubt that Palestinian refugees wish to live in peace with Israelis. Arab nations rejected the resolution because it did not mandate return. Furthermore, the resolution is one-sided in that it does not address the issue of the 800,000 or so Jewish refugees persecuted out of Arab lands.
