It is probably not true that the Department of Education awards so-called "no-bid" contracts. Rather, I am sure that the administrators who are in charge of awarding the contracts require the contractors to "bid" as to how much they will give to the administrators (or their relatives) in graft and bribes such as, jobs for relatives, lucrative jobs for "retiring" school officials, new swimming pools, etc.
The real questions to ask are: (1) Who got paid-off?; and (2) What did they get paid in return for the contract award.
Move over Jimmy Walker and Boss Tweed; the public school system makes you look like amateurs!
