I want to associate my views with this report by Judith Miller. I am a Kenyan Lawyer with wide experience in refgee law and more especally refugee dynamics in the graetlakes and the horn of Africa. I practice law in Nairobi, Kenya. Only yesaterday, i had an opportunity to speak with a young woman who has just fled Rwanda. It is the second time she has been forced to flee her country. she told me that if nothing is done no quell the rising tension amongst Rwanda's ethnic commnities, another genocide is coming...'very soon', she said. this is very frightening because the whole system of the Gacaca courts is quite flawed and its only stands to signifyb that Rwandese authorities are incapable of running a judicial process which respects the principles of due process. It is now common in Rwanda, for highly placed civil servants to snatch real estate roperties from returning refugees. they manage to silence them by issuing stern threats that should they talk about it, then they will be cahrged at the Gacaca courts. Quite often victims of this rampant injstice have been put through the Gacaca system on trumped up charges. Most of them, as Judith observes in her report above, are yet to undergo 'trial'.
