As a person who lives in NYCHA, and a victim of the criminals addressesed in this article, I must tell you the situation is a lot worse than anyone can imagine. However, most undesirables do not have criminal records. l believe the rules should be spelled out [plainly] during the the entrance interview. A few years back when homelessness was at its peak many persons entered the housing authority without the basic things most of us take for granted. I'm a victim because, since they don't have "things" they stalk and prey upon tenants that have them, especially woman who live along. It would help me if the Housing Authority would take complaints seriously, but they don't, because it's easier to just blame the victim.
