Over time, large organizations tend to become the property of the labor force. The Big Three American Automobile Companies are a recent example. Health and pension expenses for the retired employees have a higher priority than the now notional dividends for the stockholders. The USSR, prior to its demise, provided a monster laboratory illustrating this thesis. Both Lenin and Stalin were true believers in the Marxist theories, and they repeatedly purged the bureaucracy in order to maintain control over the Marxist processes of government and the economy. Khrushev, Stalin's legatee, was kinder to the bureaucrats, probably because he was lacking in a thorough grounding in Marxist Theory, having learnt to utter the stock phrases (We will bury you!) as political incantations. Then the bureaucracy overthrew him and purposely neglected to execute him after rejecting an entertaining show trial. This misplaced clemency informed the Soviet Bureaucracy that the personnel purges were never to be repeated. The USSR, both Party and Government, would henceforth be the property of the bureaucracy, now called the Nomenklatura. The American Public School System Monopoly, with its own Nomenklatura anchored in the University Colleges Of Education, is effectively the property of the bureaucracy. The pupils are merely the raw materials to be processed as cheaply as possible. The available monies are to be spent on the bureaucrats, insofar as possible politically. School budgets rise while test scores decline. It's conforming to the laws of large organizations.
