There have always been cheats and opportunists in art, as in business, etc. and there is, unfortunately, no means of punishing the guilty UNLESS the artists and sellers can get signed agreements that art is destined for public museum donation,... As in business, deals are often made from a seller or BUYER telling the other person exactly what they want to hear to make a sale. As far as an artist selling something for at or near the cost of producing it, well, that is a dicey estimate, since if you consider some artists include their own labor at a premium cost already, and if you comnsider $500 an hur to be a discount,..welll,...It's hard to say for whom the public will have the highest contempt.

Art is a business, and until people get to the point that there are too many sharks in the water and that they can and do have the right to sell an item WITH A WRITTEN AGREEMENT that it will be in a museum, not as an investment to grow profitably, this very thing will continue, day in and day out.
