It could also be that baseball records are seen as more integral to the sport's lore or whatnot and the records being made with 'a level playing field' is a rather important qualification. Steroids is seen as cheating, but also as an insult to baseball history.
The disproportional attention paid to the very elite of players should illustrate this.
