Navy LT is right in most respects. However, Kerry's letter shows this form designation : NAVPERS 1926/2 (Rev. 3-77). It was the standard form for honorable discharge from the Naval Reserves. NAVPERS 1926/1 was the form letter used for acceptance of resignation from the Naval Reserves. You can run a Google search for the BUPERS table showing these designations.

But Navy LT is absolutely correct that Naval Reserve officers serve at the pleasure of the President, and their time on Standby Reserve-Inactive is indefinite unless they resign their commission or are removed from the rolls pursuant to a reduction in force. The latter is likely what happened, given the reference to BUPERSMAN 3830300, which was added in 1977-78 to require a review of all officers who had been in the Standby Reserves-Inactive for three years or more...as had Kerry.

Lipscomb, of course, gets everything wrong and has yet to correct it. What a sham.
