Commissioner Raymond Kelly said bulletproof vests would not have saved Pekearo and Marshalik, but "may very well save an officer's life" in the future.

Would Not have... May very well... All chances the dept is taking with volunteers lives. It seems they want the benefit of the volunteers but do not want to ENSURE their safety. Even with a weapon there is no 100% guarantee they would have survived, but they would have been able to defend themselves!

In todays day and age, no person wearing a Police Uniform should be unarmed!
