America, the land of opportunity? How about the land of welfare opportunity. As a resident of upstate NY and a small business owner, I am all to fimilar with the burden placed on hardworking New Yorkers in order to support the incredibly huge numbers currently on one form of welfare or another.

This program sounds completely absurd to me and is certian to continue the cycle of dependance on the state, or perhaps worse, the prospect of many to partake in welfare fraud. Let's face it, how many people will find a way to "qualify" for their $5000 "entitlement" for going to see the doctor or finding a job.

If incentive is needed to convience someone to go to a doctor, or to find a job, how motivated of a person are we dealing with? Enroll your child in school? And get $5000 from the state? ARE YOU KIDDING ME?

People who want a better life for themselves are far more apt to rise up from whatever circumstance they may find themselves in and find a way out of the welfare system, wheras an "entitlememt" program such as this has proven time and time again to accomplish only to keep people living below their potential and putting added pressure on the welfare system for thoes who are TRULEY in need. Way to go Mayor! Soon everyone will see the light and leave the state just as thousands and thousands have been doing for years now, while thoes who seek to live off the system can continue to migrate to the great welfare state of NY!!!
