Interesting case. Its the same problem that exists when a person makes an anonymous report of any kind of criminal activity against another person---sometimes its legit, sometimes its mistaken, and sometimes its malicious. When its malicious, those who are falsely accused should have recourse against their accusers. The proposed law recognizes this, by allowing suits where the defendant's "bad faith" is alleged--which is exactly what is alleged here. The case, as currently pled, would thus survive the proposed legislation.
