How do you determine whose learning gains are "meritorious" between a 2nd grade reading class to an 8th grade science class to a 10th grade English class to a 12 grade AP physics class in an Urban school and Suburban school. If you tell me use "value tables" I will wonder about the Emeritus portion of your title. If you use tax dollars to provide "merit pay" that means every ones salaries go down.
