This is a great idea. Of course, you need a critical mass of people (well above the current 8,000 or so) to make a go of it, but it is a program which makes sense. It is in effect an insurance pool, where each member agrees to "reimburse" other pool members who need organs, when they become available at his death. It could make organs much more accessible, since the self-interest served by signing up could help overcome a person's natural sqeamishness about agreeing to donate his organs. Bravo.
