Has the Congress gone mad?

What's with Congresswoman conducting foregin policy all by herself?

Has she gone mad? Does Califronia approve of all these strange, self-appointed, foreign missions?

What has happened to her?, to the Congress which issupposed to be the legislature?

All this is ugly!
