I believe that the accountability that Gov. E. Spitzer should have focused on should have been the insurance co.'s and the utility co., etc.and not the Hospitals and Nursing Homes. Most of Central N.Y.'s major job market is the Healthcare industry, and if the healthcare industry can't survive, then it's as though it would be genocide to the economy and more hardship to the already struggling economy, thus jeopardizing the welfare of it's hard working people that put Gov. Elliot Spitzer in office in the first place.
