Right. It doesn't take much imagination to figure out that the real issue is protecting the taxicab monopoly. We see this over and over any time competition tries to break out (gypsy cabs, dollar vans). And I rather think that automobiles are a greater danger to pedestrians than pedicabs - why not limit them?

"If she feels strongly about an issue, I trust her judgment."

Wow. You don't often get an admission of dereliction of duty that easily.
