The reasons that Bush's poll numbers are low are too many to enumerate, but I shall make a modest attempt here, even though I am in the distinct minority in this forum and will be impressed if this makes it on the board here:
(1) The phony link between Saddam and the 9/11 attacks to justify a cruelly and wastefully unnecessary unwarranted invasion of Iraq:
(2) Not finishing off the Taliban in Afghanistan by diverting resources to (1);
(3) The utter inadequancy of the federal response to Hurricane Katrina and the utterly inept FEMA head (anyone here remember "Heck of a job, Brownie"?):
(4) The transformation of budget surpluses in 2001 to massive out-of-control deficits by 2007;
(5) The gutting of the justice system by the dismissal of competent attorneys to enforce civil rights law and the dismissal of US attorneys for not being loyal "Bushies"
(6) The gutting of the US Constitution with the Patriot Act and more signing statements in a single Presidency than in all the previous ones combined
(7) The Swift-Boat slandering of Paul O'Neill, Richard Clarke, John DiLulio and any former government official who dares to bring up the truth that counters what Bush and Cheney want to believe.
(8) The utter contempt for environmental policies and science regarding the reality of climate change;
And so on and so on.
And the comparison with Truman is far from warranted. Truman had intelligence, integrity, a grasp of real world policy, and respect for government and the constitution. Bush has none of those, and is not worthy to be mentioned in the same breath as Truman. Bush isn't even worthy to be mentioned in the same breath as Eisenhower, or even Nixon. At least Nixon had intelligence.
If this was too long, I'll sum it up in two words: real life. So it goes.
