I don't believe that you can call France's actions as a surrender. Appeasement is the more appropriate term. France, like most other Western European countries, is having difficulty juggling its foreign and domestic policies as they relate to Muslims and Muslim states. Instead of adopting a practical policy of "constructive engagement" with it's own Muslim population and Muslim states, France has decided to avoid confrontation by placating the enemy (your term). France has a confidence problem, the memories of Algeria are still too vivid.
