Seems the real problem here is you have two camps. One people who own property and quite correctly wish to make the greatest possible profit from it . Nothing wrong with that I would even go as far as to call it the American dream. And a group of people who want to keep an affordable housing situation. Which is understandable too. Seems to me there are only two possible solutions where each party benefits 1. A project to build government owned/managed housing. Very spartan affairs which supply the basic needs of a person or persons 2. Redistribution of population. There are jobs all over the country where the cost of living is very reasonable. Now the problem with that is you lose the great benefits of living in a large city.
either of these solutions will change the rental climate.

And as far as the statement of there being two classes of citizens that is very close to being true right now.
