The power bases of New York City politics are the Executive Mayor, the Legislative City Council, the Judical Courts Of Justice, the Civil Service Bureaucrats, and the Municipal Employee Unions. The latter two groups overlap, and are sometimes mistaken for a single powerful entity, but they are in their exertions of power and influence separate and distinct. The Bureaucrats and the Unions are not subject to the Electoral Processes; membership is acquired by co-option, which is the reef upon which all attempts at reform must founder. Until the power of the Civil Servants and Union Bosses is tamed, New York will continue to demonstrate that its citizens treasure the quiet good will of the Civil Servants and Union Bosses more than they love their children. Let the voters rule and they will do justice, or let us request the House Of Windsor to become once more our masters.
