in 2005 Quinn submitted a bill that would ban pedicabs. a ban isn't regulation. the current regulatory plan she is pushing is a veiled ban. The true proponants of pedicab regulation is the pedicab industry who has been politely asking for regulation since the 1990's.

also back in 2005 and 2006 Giske WAS lobbying for the taxi industry. So the roots of quinns interest in limiting pedicabs can be traced back to Giske. Everyone wants pedicabs to be insured and controlled to protect new yorkers. only quinn and the taxi lobby want to push pedicabs out of business.
