I never have been able to figure out why the federal government got involved in birth matters. As I understand the Constitution, the federal government should be confined to matters involving foreign treaties, collective defense, interstate commerce, uniform currency and that's about it. Now it seems the feds are into everything, including procedures in delivery rooms. This whole society has gone mad.
