The firefighters knew there were risks when they entered the building. They did it to save human lives.
They were given all the protection (e.g. respirators) they had on hand, I'm sure.

But the cleanup operation was a different situation, was it not? There was more time then to assess the danger posed to workers, and prevent further human casualty. I doubt strongly that the head of the EPA's hands were tied, as the judge alludes.

All those who acted in the face of danger were heroes. But if the workers were deliberately mislead and suffered injury as a consequence, then they are also victims -- victims of the EPA.
