Giuliani's Startling Departure on Civil Unions

I am confused. The title of the article is "Giuliani's Startling Departure on Civil Unions" yet the article goes on to state that Giuliani continues to support and be in favor of civil unions. If he was previously in favor of civil unions and remains in favor of civil unions, how is this a departure? Fact of the matter is the politicians are all basically in the same camp on this one--- most are for civil unions but against same sex "marriages"-- whatever that means. Am I married or in a civil union... who knows and quite frankly who cares. Bottom line is that all couples should be treated equally under the eyes of the law and Guiliani seems to agree so why print this article trying to make it sound like he has changed his position and is now against civil unions? It is this kind of fact twisting that makes our camp look bad!
