It's very hard to get a job as a history professor. Any university that recruits for a tenure-track job in history receives hundreds of applications, no matter how undistinguished the university or low-paying the position. Even people with impeccable credentials, like this guy seems to, have trouble getting jobs. Nowhere does this article present any evidence that Dr. Moyar has had more difficulty getting a job than any of the other unemployed history PhD's out there. So, in short, this seems like a non-story. Rather than wanting equal treatment, Dr. Moyar seems to want special treatment because of his conservatism.
