Before this congestion fee issue existed, there was illegal parking and parking permit abuse (and of course it still exists), literally thousands of times a day by government employees for all of the years post-9/11, and especially in Chinatown where I live. Forget about the congestion fee, The Mayor, the NYPD and D.O.T. need to take care of the first rampant problem - illegal use of parking placards, copied placards, and enforcement of existing NO PERMIT ZONE laws. Once this is done, we might see that the congestion fee is not even necessary because of the reduced traffic - thousands of cars a day. The congestion fee opens the door to further permit/placard abuse - It is assumed that anyone with a permit not have to pay congestion fees, thus sprouts another form of placard/permit abuse.
