Treaties are political expedients. They discharge a wave of emotion at the time but can also provide a cover to continue doing whatever was being done. Witness North Korea and nuclear disarmament, another Carter debacle. Certainly the Gaza 'agreement' hasn't lessened tensions by its raining of missiles into Israel. One can only imagine the result of an agreement with Arafat. Treaties have to be brokered by and only by the parties involved. Unless countries agree to firm monitoring regulations by actual neutral parties, such treaties are a sham and function only to sweep problems under the rug.
