Houston is the largest metropolital area with no zoning. This allows small scale redevelopment in area where changing living and housing patterns no longer support the original use. Our mid town area of mixed run down older home and light industry is now redeveloped into townhomes and apartments. All this can be done without the usual extorsion extracted by zonning boards. Large scale revelopment protect home values by strong restrictive covenants. We have many of these devolpments around the city. Finally, because the city can annex any neighborhood within its extra teritorial jurisdiction there is little of the suburbs vs central city ffight that characterizes the rest of the nation.
