The blame for the "failure to integrate its Muslim community" cannot be attributed to misguided French policies. That would be underestimating the nature of the problem. How can any commentator know, with any degree of certainty whatsoever, that the "riots" are not being directed. America is truly a land of opportunity where brains, hard work, and motivation almost guarantee success. Yet, through the years we've had terrorist incident after terrorist incident. Foreign ideologues seize on pockets of discontent or bumps in the road for their recruits and malcontents, in their turn, seek out the support of the ideologues. Appeasement has never succeeded in stopping the bully but it can't be blamed for the actions of the bully. The well-funded radical muslims have enunciated their objective to covert the entire world. Why don't we believe them? The French army, which has never won a war, would not be much help in Iraq. And France, which worked against western interests in its dealings with Iraq in the oil-for-food scandal is not a very credible partner at the negotiating table.
