A man notices a drunk on his hands and knees crawling around under a lamp post looking for something on the ground. He wants to help, so he asks the tippler what he's searching for.
"My car keys," replies the crawler, "I lost 'em."
"So they're on the ground right around here?"
"No. I dropped 'em halfway down the block."
"Why are you looking for them under this streetlight?"
"I'd never find them over there, it's too dark!"
And so they search for human rights violations where it's light enough to find them.
