I'm not sure what Israel hopes to accomplish by arresting Hamas leaders in the West Bank? Now, if they were to follow the same arrest pattern in the Gaza Strip, I would have no doubt as to it's usefullness.
We know that Israel arrested leaders at the outbreak of the war in Lebanon. I'm assuming they have all been released by now.
Hamas has threatened suicide bombings in Israel itself, more kidnappings of soldiers and civilians, and firing of rockets north of the City of Ashkelon in southern Israel, in addition to hitting Sderot (20,000 population). It refuses to give any information about the kidnapped Israeli soldier still in captivity, and threatens never to free him if Israel retaliates against Hamas leaders .
Israel's arrest of Hamas leaders might be used as leverage I suppose in this very dangerous game.
