LIRR's peak/off pricing is congestion pricing. This plan is a car hater's vendetta. If you were genuinely anti-congestion instead of anti-car, you would set the time zones less broadly to encourage people to adjust their schedules. They should also have congestion pricing on the subways. Does a mayor who proposes such Jimmy Carter "Metric System" style silliness seriously expect to get more than ten percent of the national vote? He makes us wish the ban on WDC congressional voting be extended to Madhutden south of 96th and to revive Queens and Richmond secession. The 13Apr07 NY Sun Falcocchio commentary leads me to believe we need to use the rockeaters to cut a cross-midtown tunnel linking the river tunnels for traffic that never intended to be in Manhattan. If we can afford to cut another Hudson tunnel, we can cut one under land as well. Furthermore we need to adjust our building "public spaces" policy to provide spots for vehicles that clutter by "hovering". These two suggestions would do more than this misnomered "congestion" pricing.
