Senator Edwards obviously doesn't know that we already have tens of thousands of people worldwide doing what he wants - microloans, water treatment, medical services, feeding the hungry, education, etc. They are private organizations, such as World Relief, Compassion International, etc.

Of course, the catch is they do it with private money, volunteers and citizens of the target areas, so it doesn't cost the government anything and, the kicker, the feds don't have control (thus power) over them.
