The seeming ineffectiveness of teaching about plagiarism reminds me of the shown ineffectiveness about teaching young university researchers about inappropriate coauthorship - after such a course the young researchers are actually more willing to give out inappropriate coauthorship than before the course. What presumably occur in both circumstances is that the course allows for an informal dialogue among the participants about the issue. Presumably, the young researchers find out that not giving out inappropriate coauthorship can be a detriment to their career and thus they are more willing to do it after the course. In the case of plagiarism, presumably there is the same informal dialogue teaches the students that chance of detection and the consequences of plagiarism might be rather minimal (the university does want to make money by keeping the student)..
