If mayor Bloomberg is really concerned about congestion in the city and it's effects on the enviroment.

How about him first starting by eliminating the thousands of New York City Officicial vehicles, and vehicles with special permits ( excluding emergency vehicles ) from Manhattan, and having all his deputies and inspectors etc. use public transportation and mass transit as he wishes us to do.

Just think about it, this is a win win situation. We will auction off all those vehicles and use the money raised to improve and upgrade the blighted NYC mass transit system. Immediately resulting in less congestion, polution, more parking spaces etc. Now thats what you call "COMMON SENSE".
