The legal limits placed on our CIA agents detered them from communicating what they learned with others, especially the FBI, who were prosecuting cases. The exposure of 'bent rules' would have queered the cases and canned the agents. From that mess we got 9/11. War was declared to get us out of court but our betters have a need to rule on everything.
