A promise? Not likely. For a deal to make long-term sense, it must ensure full peaceful coexistence between Israel & Syria.
That means; phased implementation over at least five years. Demilitarizing the entire Golan. A VERIFIABLE end to Syrian support for Hizballah and Hamas. Full normalization between the two countries. An end to Syrian murders in Lebanon. Citizens of Israel & Syria both free to visit, or live in, the Golan. Everyone who lives there now can stay. Full civil and human rights for all who live there.
Or else keeping it is a better idea than giving it away for empty promises.
