In NYC 25% of the City Counsel members were elected without any challengers in the general election. Many who were nominated by their party did not have challengers in the primary and became candidates by default. Elected by petition alone is not unusual and the politicians like it that way. In recent years the non partisan election law for NYC was defeated due to heavy political opposition by elected officials. Labor unions representing 10% of the labor in the US have become obsolete for private industry. Legislation to set higher minimum wages, health insurance standards and pention plans is what is needed.
