Rangel's district is in the primarily lower- and lower-middle-class Harlem, where I live. The best analysis of his intentions here - especially with trying to reinstate the draft - is that while those with fewer options (i.e. the poor) are finding themselves engulfed in Iraq, the children of the rich can systematically avoid having to do anything but sit around waving a flag. He feels that if the country were to reintroduce a draft, and some people of more means found their sons coming home in body bags, the level of outrage would grow exponentially.
I can see his point, because that would be a fair way of assessing the nation's commitment to this war - either all should be willing to sacrifice equally, or we should re-evaluate our position there.
From that point of view, his comments make perfect sense: as long as the military is dominated by those without means - such as those who he represents - it will not be representative of the country or decided upon democratically by the country as a whole. The man served in the military himself, Rangel is not a pacifist, but he does have a district to represent. Why hate him for that?
